How to Obtain RCMC Registration in India?
RCMC Certificate is a Registration cum Membership Certificate issued by the Export Promotional Councilor Commodity board of India from 1st April of the licensing year to the 31 march of the next 5 year unless specified. This certificate is treated as evidence for any particular exporter with the council.

Any person willing to apply for an authorization to import/export restricted items or for any benefit or concession under Foreign Trade Policy needs to take RCMC Registration. An Application with the Concerned Export Promotional Council will be filed using the Form ANF 2C. There are two categories under which an exporter can be registered that are Merchant Exporter and Manufacturing Exporter. There are 26 Export Promotional Council and 9 commodities board in India that issues RCMC. These institutions have been authorized by Central Government of India to give permission to the particular exporter. While applying for RCMC, an applicant needs to declare his main line of the business.


Furthermore, the RCMC should be obtained from the Export Promotional Council based on the line of business only. Every exporter shall furnish quarterly return details of his exports of different commodities to concerned registering authority. In any case, the exporter is registered with the Federation of Indian Exporter Organization then he shall also send the returns to FIEO in the specified format. In future, if the applicant changes ownership, Constitution, name or address then the exporter shall intimate the concerned registering authority within one month of the change. Furthermore, In case of exporters of handicrafts and handlooms products from the state of Jammu and Kashmir is authorized to issue the Registration cum Membership Certificate.

Documents required for RCMC Registration in India

1. Application form where all the details are filed specifying the nature of the business
2. Certified Copy of the IMC issued by the concerned licensing authority
3. Copy of the bank certificates
4. Details whether registration is sought as Manufacturer Exporter, SSI/IEM certificate
5. A Declaration in relation to the effect on exports and imports in the financial year.
6. Copy of the Memorandum of Association or Article of Association whereas the partnership deed in case of partnership firm.

Penalty for Violation

The Export Promotional Council may cut off or de-registers the exporter for a specified period for violation of conditions of registration.

RCMC certificate is used as an abbreviation for Registration Cum Membership Certificate issued by Export Promotional Councils or commodity board of India. This certificate is valid for a period of five years and is evidence that the unit is a member and is registered with such issuing council.

Who issues the RCMC License?

RCMC Certificate is issued by Central Government registered Export Promotional Councils or Commodity Boards. In total there are 26 Export Promotional Councils and 9 Commodity Boards authorized to issue the license. These councils and committees represent a different type of products. For example, if a person is involved in the export of agricultural products, he will go for APEDA RCMC online registration.

For the products not covered under such councils and committees, the exporter is required to apply for registration cum membership certificate with the Federation of Indian Export Organization (FIEO).

Who is required to apply for RCMC?

Following person are required to apply for RCMC before initiating any kind of import or export:

1.   Any institution involved in the import or export of any restricted item. 
2.   Any person applying for concessional or any other kind of benefit under foreign trade policy. Such benefits can include duty drawback, duty credit scrip etc.
 
Note: If anyone has acquired a Certificate of Registration under as an exporter of spices then no separate RCMC is required to be applied for.

How to Register for RCMC?

The RCMC registration process is quite simple. One can either register as a Merchant exporter or a Manufacturing Exporter. For registration, a registration application is required to be filed with the concerned export Promotional Council. This application is to be submitted in prescribed Form ANF 2C.
